Level 1 of Melee Weapons says "may use common weapons", and it's clear this applies to one specific common weapon. Same with the Ranged Weapons skill.
Level 1 of Subterfuge says, "may use common weapons". Does that mean that with this skill they may use any common weapon (melee or ranged), even if they have no xp spent on melee or ranged weapons? Meaning, it's similar to level 1 of the Ranged Universal and Melee Universal skills?

That's been my understanding - you gain the use of them with base brutality; however in order to gain access to various maneuvers, you would have to go back to the weapon skill and purchase those. Subterfuge allows you access to the weapons so that the later brutality bonuses from attacks from behind can be used with any common weapon.

Tim's mostly correct. Level 1 Subterfuge allows the use of any MELEE weapons. However, the user may not receive the bonuses of higher quality weapons. So it is the same as Melee Universal but does not include Ranged Individual or Ranged Universal
